Characteristics and Problems of Regional Disparity in 『Korean Geography』 Textbooks from the Perspective of Spatial Justice 공간 정의의 관점에서 본 『한국지리』 교과서의 지역격차 내용 특성과 문제점: 박선미¹

Abstract

The purpose of this paper is to analyse the characteristics and problems of regional disparity in the textbook 『Korean Geography』 of the 2015 revised curriculum from the perspective of spatial justice. The research findings are as follows. First, the metropolitan-non-metropolitan divide is the epitome of spatial injustice, where social opportunities, resources, and power are unequally distributed among regions by state power or big capital. Second, curricula and textbooks organised the issue of regional disparity into binary oppositions of metropolitan area-non-metropolitan area, city-rural, and Seoul-rural, implicitly encouraging aspirations to the metropolitan area and population outflow from non-metropolitan areas. Third, despite the fact that the migration of the rural population to the metropolitan area is driven by high-quality employment opportunities concentrated in the metropolitan area, the textbook bluntly states that the outflow of young people from the rural areas has led to the endangerment of the provinces. Fourth, the textbook does not give much importance to the differences in the impact of regional development policies in the 1970s and 2000s on the metropolitan/non-metropolitan polarization phenomenon. Finally, the textbook is organised at the level of introducing government policies on how to solve regional disparities. It is necessary to structure the contents and activities so that students can critically explore the causes and solutions of regional disparities.

본 논문의 목적은 공간 정의의 관점에서 2015 개정교육과정의 『한국지리』 교과서에 나타난 지역격차 내용의 특성과 문제점을 분석하는 데 있다. 연구 결과는 다음과 같다. 첫째, 수도권-비수도권 간 격차는 국가 권력이나 거대 자본에 의해 사회적 기회, 자원, 권력이 지역 간에 불균등하게 배분된 공간 부정의(spatial injustice)의 전형에 해당한다. 둘째, 교육과정과 교과서는 지역격차 문제를 수도권-비수도권, 도시-촌락(농촌), 서울-지방이라는 이항 대립적 구도로 조직하여 수도권에 대항 열망과 비수도권에서의 인구 유출을 암묵적으로 부추긴다. 셋째, 촌락 인구의 수도권으로 이주 요인이 수도권에 집중된 양질의 고용 기회임에도 불구하고 교과서는 촌락의 청년층 인구유출로 인해 지방이 소멸위기에 처하게 되었다고 뭉뚱그려 서술하고 있다. 넷째, 1970년대와 2000년대 이루어진 지역개발정책이 수도권-비수도권 양극화 현상에 미친 영향이 다름에도 불구하고 그 차이를 중요하게 다루지 않는다. 마지막으로 교과서는 지역격차 해결방안에 대하여 정부 정책을 소개하는 수준에서 구성되었다. 지역격차의 원인과 해결방향을 비판적으로 탐구할 수 있도록 내용과 활동을 구조화할 필요가 있다.
