Abstract

KBS which is used as educational materials in the schools is regarded as a representative TV program to show the international issues. In spite of the New Southern policy which the Korean government values India and Southeast Asia, only the big countries such as USA, China, Japan and Russia are highlighted. Eurocentrism to emphasize Ukraine, France, UK and Germany and American perspectives on the world issues have been fortified. Stereotypes on the non-western countries such as Southeast Asia, South Asia, Central Asia, Latin America and Africa are intensified for they are reported on the negative issues including disasters, conflicts or political unrest. The Global South, maginalized groups and women’s perspectives are less represented. Since the Ukrainan war broke out in 2022, the political issues are increased sharply to limit the diversity of the program in terms of country and theme. Eurocentrism could strengthen some prejudices on the Global South. To improve fairness and diversity of Korean TV program, immediate actions to overcome national stereotypes and diversify the themes are needed.

2019년부터 2022년까지 4년간 방송된 <특파원 보고- 세계는 지금> 프로그램이 다룬 국가와 주제를 분석함으로써 한국 공영방송에 내재한 메타지리를 비판적으로 성찰해 보았다. 정부의 신남방 정책 추진 시기였음에도 공영방송에서 미국, 중국, 일본, 러시아 등 기존 4강 중심 보도가 지속되는 가운데 서구중심주의가 우세하게 나타났다. 미국이 중시하는 국제 분쟁 이슈를 중점적으로 보도하는 가운데 비서구 지역의 경우 자연재해, 분쟁, 정변 등 부정적인 이슈가 발생했을 때만 단발적으로 보도하는 경향성을 보인다. 특히 2022년 우크라이나 전쟁이 발발한 이후에는 전쟁과 정치 보도 비중이 급증하며 다루는 국가 및 주제의 다양성이 축소되었다. 한국 학계 및 교육계 전반에서 서구중심주의가 우세한 가운데 공영방송의 강대국 중심 보도는 특정 국가에 대한 편견을 강화시킬 수 있기에 국제 이슈 프로그램의 공정성과 균형성을 높이기 위한 기준 설정이 시급해 보인다. 국제 이슈를 다루는 공영방송 프로그램에서 국가 및 주제 선정에 있어 편향성을 완화시키고 공정성과 다양성을 제고하기 위한 조치가 필요하다.
